Has anyone come up with something clever to say to people when they insist on touching your belly? I am to the point that I want to look at people and say "If you didn't put it there, don't touch it" or something equally rude. I am almost 19 weeks so it isn't even very ovbious that I am prego, but people keep touching me.

Try the wax on/wax off moves from karate kid. They seem to work well to deflect touching.

It happens to me almost every week at my synagogue. You can simply say, "Please don't." Or, one baby book I read suggested taking their hand and putting it back on their own belly (hard to do with little old ladies without seeming rude though).
I've gotten to the point where I will completely unsubtly back away if I see a hand approaching and cover my belly with my arms.

Yeah, I kind of keep myself at arm's length from people so if they're going to touch me they're at least going to look ridiculous doing it. One girl at church last week sneak attacked me and rubbed my belly... I never did tell her she was rubbing my rib cage.
I'm not new. I just hate The Bump.
I'm embracing the touch... I don't know what it is about the touches, but EVERYONE wants to touch! It's like second nature just to rub a pregnant belly.
fortunately, no strangers have touched it yet... Just friends/family & colleagues.
ETA: I would suggest that if you don't want them to touch, just say that your belly is really sore and you prefer no one touch it. That should work.
