Inside out or outside in? How to wash and dry wet bag?

I've been washing and drying my wet bags inside out but lately they've been getting smelly. Am I doing it wrong?

ETA: I hang dry.

    I wash mine inside out.  My single layer Swaddlebees wash and dry easily.  However I have a Planetwise too (double layer) where water gets trapped inside a lot.  Maybe that is your problem too?  But I don't know how to help!
