I have twin boys born 10/24/11. One (Tyson) has always been
a bit "ahead" of the other (Sam) on milestones. Ty started crawling in
late June (8 mos), Sam didn't get the hang of it until mid-September
(10 1/2 mos).
Ty started walking right before Christmas (at 13 mos), Sam still
isn't -- they just turned 15 mos. old. If they follow the same pattern
as with crawling, Sam should be starting to walk fairly soon, but I'm
not sure he will be.
Sam does LOVE to walk behind a walking toy and does a lot of pulling
up and cruising on furniture, toys, etc. So he's mobile, just not
walking. He will occasionally stand up without holding on to anything,
but usually if I pull him to standing and let go, he'll just squat right
back down.
At what point should I be concerned? Anyone else have a late walker?

I'm not sure if this will be helpful, but my sister's daughter didn't walk until about 17 months old. She's not a twin. She had a tumor on her lung which required two surgery's around 2-3 months old. Because of the surgery's, she wasn't able to do tummy time at all which evenutally delayed her crawling (she started around 11 months) and walking. Did your son have any medical issues that delayed tummy time or other things that assist in the crawling/walking process?
Also, I wouldn't worry too much about him walking a bit later than other children, once he starts doing it, he'll get the hang of it and take off. It sounds like he's doing well because he's walking behind toys.
my girls were late crawlers/walkers
av crawled at 10 months and didn't walk until almost 17 months.
m crawled at 10.5/11 months and didn't walk until 15.5 months.
I don't think the pedis get concerned unless they hit 18 months and still aren't walking - but it sounds like he is on his way to get there soon enough on his own!
My Grace (Baby A) was the first to sit and stand on her own, but Joy was the first to walk at 13 months. Grace was getting up on her knees and fake walking, but just started walking on her feet, last week, at 15 1/2 months, FINALLY!!
I would try not to compare them to each other, but just to look at whether each falls into the normal range. You could mention it to your pedi at your kids' 15m visit and see if they see other signs, but 15m is definitely still in the normal range for walking; anywhere from 9m to 18m.
Now, I will say, one of my twins was about 2m behind the other in gross motor milestones from about 9m on and he did end up in physical therapy at 2.5, but he was within the normal range until he hit 2 and then the gap started to widen. My "earlier" son though was actually not that far ahead of your "later" twin; he started crawling at 10m, walking at 14m, and by 2 he was a good 6 months ahead in his gross motor skills. So at this point it really could go either way, but your LOs are both within the normal range so I wouldn't be concerned yet.
