What are the guidelines on getting a used base for a car seat?

A friend has a used base that will fit our car seat and we could use the extra one. Is it safe? I know you are not suppose to buy a used car seat.

as long as it hasn't been in a car accident i would think it should be fine. although a friend of mine wanted to use her sister's, but said something about it being past a certain age and the plastic starts to deteriorate from sitting in a hot car over the years, so she didn't.

Thanks. I don't believe it has been in an accident and will be slightly over a year old.
