I have a 3 week old. I wonder if the cry it out method is too soon to start... For example, a moment ago he was fed, diaper changed all set in his crib. & as Soon as I put him in his crib he began to cry. HOw long do I let him cry it out before going in?
Also, do I wake him up every 3 hours to eat even if he is sleeping?

Are there weight concerns? if you have no weight concerns and he's back to birth weight, don't wake a sleepign baby.
3 weeks is way too young for CIO. The earliest I would consider it is 6 mos, and I'm not sure I'd be ready then. Right now, you cannot possibly spoil a baby by holding him.
He was born 8lbs. 9oz and now weighing a few days ago he was weighing 8lbs. 15oz. No weight concerns.

My DD would cry if she was not really asleep before I set her down (often her startle reflex would awaken her). And she certainly wouldn't let me simply put her down just because she was fed/changed. She had to be sleepy.
As others have said, it is too early for CIO because he is not yet biologically/neurologically capable of self-soothing or understanding that you are nearby and he isn't abandoned and his needs will be met. At this age, they still need a lot of holding and physical reassurance.
If the baby is just fussing a bit or stretching or something (DD is an active sleeper and sometimes cries out in her sleep), it's ok to give it a minute to see if they are really awake and needing something. Otherwise, go in and figure out what he needs.

You would seriously let your NEWBORN CIO? Seriously?
At this stage babies cannot self soothe or associate that you+them are not the same. Therefore, when they get upset they NEED you. If you don't have the paitence, though this stage is short, then I suggest you get help with LO. It's one thing to set LO down when they ate crying if you are st your wits end and your not thinking straight buy it is another to use CIO as a method to get them to sleep or anything else at this stage.
Ugh, iPhone fail FTL. I can't go back and fix my errors because my phone is sh!t but you get my point.
This is way too young for CIO (and I'm an advocate of CIO!). I wouldn't do CIO before 6-months-old, personally.
If baby is crying it's because he needs something at this age. I really The Baby Whisperer for tips on how to 'interpret' your baby's cries.
