I have a chubby legged baby, so I'll suggest what DIDN'T work for us. Haha. Rumparooz seem to be cut for babies with tiny thighs. The rise is shorter than most of our diapers though, so I'm not sure how long they fit toddlers.

We used/use prefolds and Thirsties covers for daytime. The sized ones are my preference, but we also had a great fit with Blueberry Mini-Coveralls. They got TINY! For overnight, nothing beats the Sbish Snapless Multi. SUPER stretchy and adjustable. It would even fit her as a newborn because you can fold down the front and REALLY overlap the tabs. I'd pair that with either wool or a PUL cover.
I have tiny baby too and Fuzzi Bunz OS actually have a great fit. The fact that you can adjust the elastic itself is great. I know a lot of people don't like having to do that but it isn't hard. Also other OS dipes are twice as bulky on her, these actually stand a chance at fitting in her pants.

I second the sbish snapless multi. These are super stretchy and adjustable. I have a tall skinny mini, and at almost 14 months I still fold down the front almost an inch! I use them during the daytime only though. They wouldn't hold out for 12 hours with my DD.

The Thirsties gussets are great for skinnier legged babes. We also love Swaddlebees Simplex 2.0 and GMD Workhorse fitteds.

I wouldn't say my DD has "skinny" thighs, but she is only 13 pounds at 5 months and some of the diapers leak out the thighs. So far I've had luck with the BG 4.0, rumparooz, Bummis Tots Bots and the Best Bottoms and Thirsties duo wrap because of the double gusset.
Right now I'm not liking my Swaddlebees Simplex because I can't adjust anywhere but the sides and has leaked every time. My Fuzzibunz elite (?) in size medium is just too big right now but maybe later.
My daughter does not look skinny but she is like 3 percentile for weight and 95 for height. At any rate, we like Oh Katys for pockets and BG Freetimes/ Grovias for AIOs. We do use medium CBs for overnight pockets.

We also use BG 4.0s and GMD prefolds with Flip or BB covers.
FB sized did not work for us when we tried it. Oh Katy has a weird fit, too.

Second the Thirsties gussets on covers. Bummis covers w/o gussets tend to result in blowouts here.
We do all pockets right now because I have a baby that is super sensitive to wetness and we like the fleece liner.
