  For just the car and going in and out of buildings I use a hat and a baby bloak type thing that I made and dress him normally underneath.  If we're going to be outside for a while, I have a thicker coat for him.  I would say dress her in layers.  How cold is it going to be there?

  I usually dress DS in a thin fleece jacket with a hood, a hat and cover him up with a quilt in his car seat. If we were going to be spending a lot of time outside I would put him in his Carters pram.

  We put a short sleeve onesie on DS w/ a long sleeve shirt over and a pair of pants. If it's going to be really cold we bought him some cotton tights that we use as underwear under the tights. He has a hat and a coat that he wears if we're outside but he sweats alot so in the car I try to just put a jacket w/ hood on and I take his hat off and cover w/ a blanket if necessary. He also wears shoes if we're going to be outside going from place to place like running errands so his feet don't get cold.

  I dress her lightly (onsie, pants and socks) and then put her in a fleece snowsuit (not really a snowsuit since it's fleece) when we're going to be in and out of the car. It's made by Columubia (I got it from a consignment shop) and has the fold over parts for hands and feet. It also has a funny jester hood on it. Sooo cute!
