I believe the recommended age is 4 months. That's how old dd was when we started using hers, even then it was another month or so before she really enjoyed it

We started using the exersaucer when she had good head/neck control. She was skinny sitting in it so we would put a thin receiving blanket and towel for her feet since she couldn't reach the bottom, both of which are no longer needed.
We don't have a high chair yet, but my recommendation for both is when you see that they have good head/neck control
DD is loving her jumparoo right now, and plays in the exersaucer at daycare, but she needs a blanket around her to help support her in the exersaucer. We use a FP space saver, so she's been sitting in that for awhile. But it reclines. She can't sit in a real high chair yet.
We started putting P in the exersaucer @ a little under 4 months. She was kinda wobbly in it and couldn't reach much things yet. The past 2 weeks I'd say she has started loving it. In the beginning she was only in it maybe 10-20 min total a day or every other day. Now probably closer to an hour total each day.
LO was in the exersaucer maybe a week before 4 months. She started loving it around 4.5 months. She's still not in the highchair yet but probably could be as of this week since she just started sitting up independently.
We put DD in an exersaucer/jumperoo about two weeks ago. She has good head control. She's just starting to actually enjoy it, though, and figuring out she can jump in her jumperoo.
We started solids last week so we put her in her highchair then. If we pull her butt out a bit from the back (so she's leaning against the back of the chair a little, instead of just sitting next to it) she does pretty well. She hates to sit still, so it's a challenge since she can't sit up independently yet.
DS has been in his saucer for almost a month but he is really strong and has great head control for his age. My other two children only used it from about 3 1/2 months. As for the high chair, DS has been using it for the last month or so. It has a semi-reclined position and he loves to be able to sit at the table with us at dinner time. He doesn't eat anything but does play with the toys we put on his tray.
I put my LO in her exersaucer at 3mo1wk. She loves it! She is a long little girl so she can touch, and she has very good head control and can sit with her boppy and a blanket. She doesn't jump around in it but she spins and shakes the little toys around it. I am going to break out the high chair within the next week or so...we'll see how that goes.;)
