Can someone help me edit a PNG file?

I have a file (party circles) that was downloaded online that I want to edit (it is editable as per the creator)

 Because it is a PNG file there are no layers in photoshop.

If you can tell me how to do the editing that is the best solution, otherwise if you are willing I can send you the file and you can add the text in that I want.
