Toddler swim lessons ? (particularly FFX County)

We're starting swim lessons with the LOs (they're 16.5 months) at our local rec center. The FFX county website says the following:

Babies should wear only tight plastic or rubber pants with snug fitting legs covered by a tight nylon bathing suit, there is also a new ?Swim Diaper? that can be worn...The Fairfax County Health Department has also made it a policy that diapers are not to be worn in the pool.

I'm not really sure what this means. In the past, we've just put them in their bathing suits with a Huggies swim diaper underneath. Is that enough? Or, do we need some type of rubber pants? If so,any recs?

We took swim classes through Fairfax in December. Swim diapers are fine, what they mean is no disposables. We went to Oak Marr rec center and I thought the water was really cold, so if you have swim shirts for them I would recommend using them.
