We just do it every morning (his happiest time) for as long as he will tolerate it. We got him a tummy time mat and it seemed to distract him enough to keep him going longer. Sometimes I put him on our bed (it's pretty high) so I can talk to him and he can see me which he enjoys.
He does 20-30 minutes now, but that's at over 5 months! At first it was like 5 minutes maybe at a go. Now we're working on rolling over which he can do about half the time.
Just keep doing it and keep it short. Short and several times a day is better than nothing. DD hates it too, so we did short tummy time periods on the floor and then tummy time on our chest. She tolerates it better on our chest. She just started raising up on her hands when on the floor, but has been doing it a long time when on our chest. I was worried that she would never get there.
If I start DS by placing him on his tummy over his boppy, he's usually still happy and it makes the flip transition easier on him. After a couple mins like that I can take the boppy away and have him just be on his tummy and it's not so bad.
give baby something to play with in front of his/her face - I noticed that when I just put DD face down on a blanket with nothing to look at, she quickly gets frustrated, but when she has a toy/rattle in front of her, she usually stays entertained for about 10-15 min
Mine can do TT for 5 minutes on the floor before screaming, but can do the full 30 minutes on my chest no problem. I talk to him so he'll try to lift his head.

Put her on your/DH's chest or the Boppy. Get your face close to hers or give her something to look at.
I think young babies hate tummy time because their faces end up smushed by the floor (not muchneck control/strength) and they have nothing to look at.
My baby hates TT too but these things help.
Good point- I don't think we even started "official" TT until 2 months or so. DS spent time sorta face down on our chests before then though.
