  That's gonna be tough w/in that price range, unless you don't mind throwing the baby shower in a church basement, rec room, or something similar. You can look into renting out a resturant for a few hrs and believe it or not, you can achieve it at about $30pp if you exclude alcoholic drinks and keeping the menu simple. Start looking at some of your favorite resturants in the city. Carmine's has family style menus and can fit anywhere from 20-200pp in their private rooms depending on the location. They have really good food and you do get a lot for your money. Remember, you can always haggle down the costs and customize the menu to your needs. Another way to look is to get suggestions from the wedding boards in NYC, they are a good resource to tap into as well. If they can find an affordable venue for their weddings, you can surely find a downscaled version for your sister's baby shower. Good luck!

  I don't know that area at all but most Community Centers will allow outside catering.  Also, VFW or American Legion halls do too...but you might have to be "member" or know one to rent the space.  Where I live we host larger showers in church fellowship halls and also Senior Centers both allow outside catering.
