My 5 yo dd had tiny feet and some of the tiny socks still fit when she was walking, same with my neice. Those stayed up on her little chicken legs better than the 6-12m that were supposed to be her size. My other kids, well the 0-3 m socks didn't fit past 6 weeks old, so I can see why you'd think that.
Oh, and my neice was a prem, so everything still fits her that is for smaller babies.
ETA: I do get where you're coming from, in that same vein, I wish they would mark clothes by weight/height, rather than age. It might help my family (more specifically my mom and mil) realize that I'm not pulling one over when I tell them that the clothes are made for the median size/weight/height for that age range, and at the moment, none of my girls fit "their age" clothes.

No reason other than to mark the socks with the size and brand name. And even when LO starts walking they don't help - go barefoot!
