Ok, so we are going to a friend's house tonight for dinner, and I was thinking of getting a booster seat. This is something I have been mulling over for a while, it is just timely to tonight now. Are you going to use the space saver as a second high chair for when baby2 comes? Unless you have other plans, that is probably what I would do since your kids are so close in age.
Otherwise, I would get the booster seat if it is just to bring it places. That's what we have and it doesn't take up much room. We have it in the living room actually right now without the tray bc dd likes to sit in it and watch tv even though we have a nice couch-type chair for her instead. We will strap that down to a chair for dd once baby2 is big enough for the high chair (I'm thinking dd will be a little over 2.5 y/o), but I don't know if I would have wanted dd to have that as her main eating high chair a year earlier. Don't pay $30 though. I think we paid around $20 at walmart.
Well we already have a full high chair, so I guess this would become Charlotte's chair and the high chair would become the baby's.
I would not get the space saver for C's regular chair. I am the minority but I hated it (could not be used w/o tray at our table), and there is no way R would be comfortable in it after 18 mos. I would go with your other link.....easy to travel with and can go up to the table at home w/o tray.
I am actually picking up a booster with tray tonight from CL for $5 (she has 3 total and asked $7 per chair). I can grab one for you too if you can wait until 5:30!

I have A sitting in a Chicco hook on chair and it just isn't working for everyday use. I did love the hook on chair for R/travel....I kept it in the car and used it at park picnic tables, bday parties, hotel rooms, restaurants, etc.

You already have a high chair right?
At 11 mos you can definitely get away the cheaper booster seat.. And I think that the FP Booster that you posted is nice enough that you would even be able to use it for your day to day highchair for DD at home once #2 needs the regular highchair. Plus, its easier to travel with. We have a safety 1st folding booster that I usually kept in my car for when we ate at family's houses but I don't love it for daily use.
