Not a twin mom, but I like Etsy for photo cards. You can buy the rights to the design and then print at home. All you pay for is the design itself (or you can pay them to print it too)

Not a twin mom but some of my friends that are moms to twins have used TinyPrints although I don't believe they used or were looking for a twin-specific birthday invite.
I ended up making the twins' invitation in publisher, but for other invitations, I LOVE etsy. I have used an SAIFers shop, and her designs are awesome and very reasonable. Her shop is robinsflightdesigns. I just commissioned her to design Ava's b-day invitation (cowgirl theme), and I am in love with it. I pay for the design, then I have it printed somewhere (like winkflash or shutterfly).
