We're just about to head on out with our rain gear and splash a bit in the puddles. Otherwise our indoor activities are: playing with playdoh, paint with water books, coloring, and dancing to music. And we rotate a movie or TV show should we be confined for extremely long periods of time.
Playdough ( bonus fun....make it yourself, super easy and both of my boys love it that much more)
Drawing/Painting/Chalk
- You could trace big leaves and let her color them in or do leaf rubbings, my kids think those are sooooo cool.
Make applesauce, bread, cookies
Play sink or float ( so much fun at her age!) - get a tub of water or even toss her in the bathtub, get a variety of stuff and you hold it above the water and ask her if she thinks it will sink or float and then bombs away. After a few times of you doing it then let her drop them, I'm sure you could teach her signs for sink/float or even come up with something as simple as pointing a finger up for float and down for sink.
"Paint" with pudding
I give the kids paint and brushes in the tub and let them pain each other and the bath tub, they think it's hysterical and then we get bath out of the way too.
A tub of beans, get something that's fairly deep but not too wide and hide little toys in there for her to dig out. ( we've also done this with oatmeal and flour) - if you have a flour sifter that can be tons of fun too, of course if it's easier enough for her little hands to work.
This time of year in the cookie category it would be tons of fun to do sugar cookies and make pumpkins, big leaves ect. Or even make "cookies" out of playdough
Getting a rain cover for my stroller saved all of our sanity last winter. I happen to have a full set of rain gear but depending on your own tolerance and clothing it's actually pretty fun to load the kids in and go for a big walk. They stay toasty and dry and even if I get a little wet it's worth it, especially when we get those big storms and it's been a week since we've seen the sun.
I'd also check your local Parks and Rec to see what types of toddler classes they offer, it's usually very reasonable and it might we worth the commitment to know you had at least one activity each week.
Join a mom's club or start up a weekly playdate so that you've got the excitement of someone else's house and toys to break it up.

DS loves people watching at the mall and playing in the little play area. The book store is a standard in our rainy day outings.
If I were home more during the week I'd take him to....Children's museums. Bounce places. Gymboree.
I was going to suggest stuff like this. How about storytime at the library?
Playdates with a group of friends. We switch houses so the kids get new toys to fight over.
Play in the carport/garage.

Join a Mommy and Me class through a parent ed. This was our favorite part of our week last yr.
