Not lifting head during tummy time...help!

How do I encourage my 3 month old to use her arms to help lift her head during tummy time? She does fine on her tummy but just lays there.  She will occasionally lift her head for a few seconds but when she does so, her arms lift also instead of pressing down into the ground to help herself.  FWIW, she is in the 95% for height, weight and head size, so she is a big baby. I'm not sure if that is a factor or not.

    My 2 month old is just laying there when we do tummy time.  He will bring his hand to his mouth, suck away, and just lay there....until he screams and screams!  He is not interested in lifting his head and looking around.  I put toys and rattles out for him to look at and I am talking to him, but he just lays there.  I usually can get him on his tummy for about 30 seconds before he freaks out and screams.  

    Any advice would be great!!  Btw, he has reflux so it is hard to find a time to actually do tummy time.  We use a boppy under him to help with this.

    I would just say keep doing what your doing eventually she will lift her head just give it time all babys go at different rates. It's kind of like that saying practice makes perfect, eventually she will do it.
