Underwear Rash?

Ever since DD started wearing underwear, for about 4 months now, she has been getting a bum rash. Also, she is constantly picking at her bum, pulling at her underwear, and sometimes pulling her underwear (and pants along with it) down giving her a plumber's crack. She will happily walk around with her bum hanging out. When I ask her why she is doing that she always says, "My underwear is sticking to my bum." She never complains that it's hurting her just that it's bothering her.

The rash is more on her bum cheeks but every now and then it also shows up on her labia. We've tried switching underwear brands and sizes but it hasn't helped.

My thoughts are the rash could be because she is constantly picking at it or the underwear are bothering her skin but she has never had a problem with any other kind of clothing before nor does she has sensitive skin. Oh and I've tried applying diaper rash cream but it doesn't help and DD gets upset because then her underwear "stick" more.

Does anyone know of any underwear brands that are an organic cotton? Any other ideas?

    No ideas I just wanted to say that DS has had this on and off since starting underpants last week. He is picking at them and rash seems to be only on cheeks not in crack.

    DD has this, but she also has extremely sensitive skin, eczema and food allergies.

    I started leaving her underwear to the side and washing it alone with just soap, no fabric softener or dryer sheets.  It has been a lot better since I started that.

    Hanna Andersson has organic cotton.  They come in two different cuts - briefs and Hipsters.  The hipsters fit my DD better.  They are EXPENSIVE!!!  But its organic and there is no elastic against skin, its all completely inside the cotton.  If you buy two or more at a time, there is a pretty good discount.  My DD does have very sensitive skin though, so I find the money worth it.  I figure this is not the place to skimp.
