They said the state won't let them keep food overnight in their fridge and they said the state doesn't want them feeding babies any food that is sent already opened but you CAN send homemade baby food for them to eat.
I'm not complaining because I fully intend on starting to make his food but isn't that the same as food that's already opened?

I'm guessing they are assuming already opened food has been already eaten from and then the lid put back on. That harvests bacteria. Then the DCP could be at fault for vomity babies. Homemade food is technically 'open' but not eaten from.
That makes sense in my head, not sure if it makes sense typed.
The way Allie's school explained it to me.
Open food is considered half eaten jars of fruit, veggies, etc that is packaged by a company. Any food packed in a lunch box from home or made at home is fine.
This makes sense. I can't keep baby food for more than an hr after its opened if I've dipped the spoon in the jar and fed the baby from the jar.

Ah that does makes sense. I guess they couldn't trust that everyone pours it out into another container and doesn't feed straight from the jar.

this exactly, I could bring LO's homemade food in containers but if he didn't eat all of it, they can't feed it to him later that day.
Also, any pre-packaged stuff couldn't be already opened. Example, I had a thing of rice cookies. 2 come in a package and he only ate one. They sent the other one home so I could give it to him at home, but I couldn't have left it there for the next day.
