I would probably go with one of the trikes that you can push and do the balance bike for 3. My 2 year olds wouldn't be able to handle that yet.
We did the trike w/ the handle on it for 2. He couldn't even reach the pedals on that! We had to put wooden blocks on there! Can't say much about the balance bike, but despite those issues, DS loved his trike, and still does.

I think we're going to get DS a tricycle for his second birthday, but we're not quite there yet. He's definitely still a little small to reach the pedals on any that we've tried out, but he's clearly interested. I think the balance bike would be too much for DS, but other kids may be different.
DS never had a tricycle - only played with them at other's houses. We got him one of the smaller framed balance bikes for his 2nd birthday and he loved it. It's actually easier because there are no pedals to reach. He still uses it at 3.5 but the seat is up higher.
