DD's head would flop immediately. These support the head and chin, and therefore help with the head slump. They don't fix it 100% but help it a lot more than rolled receiving blankets.

I need help with the same problem as well. My LO head will fall forward sometimes, not always. Most of the time itll just go to the side. But the car seat is level so I dont know. To me, it seems it is too far upright but supposely its not. There is a head cushion and cushions on the belts

It's gotta be to forward. I would have someone check an reinstall it
DS did this, too, even though the car seat is installed correctly. some seats have more incline than others and some babies are more prone to bobble-head. the strap pillows should never be so big as to push the chest clip below the nipple line so keep that in mind when buying for a newborn... many are too big for babies under 3 months and the ones we have say not to use them if they interfere with car seat instructions. we have and love a summer infant snuzzler (or kiddopotamus). it's a padded seat cushion that cradles the baby top to bottom. the length is adjustable via velcro and if you tuck the tops of the side cushions by the arms behind the ones that go around the head, they provide more stability. beware, though, that the fabric is thick and baby can get overheated. we ride with the air up a few notches to compensate.

This.
Also adding anything to the car seat like those pads can sometimes void the warranty of the seat if something happens.
