I am freaking out a little now because I was so set about donating the cord blood since I wasn't going to bank it. Now in my birth plan it says that I would prefer to wait until the cord has stopped pulsating until they cut it, but I can't do that if I want to donate. What to do??

I'm a little confused. Did you write that in your birth plan? I believe that you are correct that you cannot donate if you wait for the cord to stop pulsing.
I'm donating my baby's cord blood and the OB will collect it immediately, including whatever he can get from the cord and placenta.
I guess it depends on your preference.

Yup I wrote that I wanted to wait until the cord stop pulsing before they cut it, but now I realized I can't do that and donate the cord blood. I am googling like crazy reading the +/-'s of cutting the cord too soon!

The doctor can "milk" your placenta even after the cord stops pulsing - but you do run the risk of there not being enough.
In my own honest opinion, you and your baby's needs are #1...
Thanks Ladies! This did not even dawn on me until DH said something.
In talking to my H, we probably didn't cut the cord for 3 minutes after E was born, since they gave Matt the decision to cut it if he wanted, and didn't clamp it until them.
