question on adopting from foster care in georgia

background - failed adoption last year with lawyer. i am working with AIS and on the waiting list with an agency.

decided last year to also try to adopt from foster care - BUT they will not let me work with them unless i give up working with an agency. the only thing they will do is put me on the long term waiting list to adopt. that list is placing children with people who have been waiting since 2007!!

does this sound normal or specific to my area? i am in coweta county. any thoughts?

Same goes for our area, unfortunately. we looked into it recently and was told that we could not pursue domestic and adoption from foster care at the same time.
