I have a 2009 Fusion so it is probably similar, we did the tether to the front seat- it sucked. I only kept it like that for a couple of months, it was so difficult to get her in there underneath the tether.
If you need more details I can ask DH, he installed it. But honestly, if I get to do it again, I'm not sure I'll use the tethers.

Not sure if this info is going to help at all: When we had our Marathon installed RF, she pushed forward our front seat (passenger) and tethered it to the track of the seat. Is that an option? Sorry if that was no help at all.
I doubt this helps either, but we haven't tethered our Boulevards in our Odyssey. I think I remember talking with a car seat installation tech and she said it was just another safety precaution RF, and if they were installed correctly you were okay with it not tethered.

We were unable to tether in either our Jeep Commander or our Acura RDX. In both cases, if would have required the front passenger seat to be moved all the way up (even with the car seat being installed in the middle in the Commander) which wouldn't allow anyone to sit in the seat. Both techs that installed them (they were done at separate times) told us that the tether is an additional safety measure, but, that the car seats, if installed properly, are fine without them.
Re: Britax Boulevard RF - where did you tether?
