Rec. your high chair
I was going to buy the FP healthy care but realized it was recalled in Sept. I was thinking about getting one at Target, spending 100 or less...any sugg??? I want one with wheels, a bump thing in the middle so LO doesn't slip out underneath, and an easy to clean surface. Do I need anything else??

I don't think they have mine at Target, but I have the Chicco Polly, got it at BRU.

It has all the features you are looking for. It folds flat, and doesn't take up much room. Our dining room is small and is more like a hallway, so it works perfect for us.
ETA: I just realized the price is above your price range, sorry! Its a really great chair though, I highly recommend it!

We LOVE this high chair. Can strap to any chair, reclines, diswasher tray, has center bump, seat washable...its perfect. When baby gets older it will convert to a booster seat. DD loves it too. I tell everyone about it, AND it's under $60!
