Is this animal abuse?

One of our neighbors has his side yard fenced in with 5 dogs. Three are beagles and two are huskies. They are literally outside 24/7 year round. Even when it gets to negative degrees outside. One of the huskies is chained to the ground and I believe he has no shelter. He lays in the rain, snow, sleet, sun, etc. It completely breaks my heart. The dogs are dirty and the huskies hair is raggy. Is this animal abuse of some sort?

 The owner yells at them all the time and I remember one night the owner had to be drunk and the dogs would not stop barking. I heard the guy screaming at them and all of a sudden I heard yelping. I know that this is abuse, but I need more if I'm going to call someone. Another neighbor said that cops have been called on them a few times, but obviously nothing has been done.

    This. They must have shelter and fresh water/food and you have to be able to tell they are taken care of. That huskie doesn't sound well cared for. I'd call and ask what your state laws are. Poor dogs :(

  • I tend to take the owners side on things automatically. DH and I have outside dogs. I would consider them well cared for and loved.

    IMO, most dogs would rather be outside in a yard than cooped up in a house. I know our dogs are usually miserable when we bring them inside. 

    We've had friends and family suggest in round about ways their disapproval of our outside pets. It's made me very defensive of people who choose to keep their pets outside.  

    I'm telling you this so that you know I'm not quick to jump on the "That poor dog" wagon. 

    I think your neighbors sound pretty ridiculous. I'd call animal control and if there isn't anything they can do, I'd have a really hard time not accidentally letting the dogs free and calling animal control to come pick up a few strays. 

    Ok, I probably wouldn't ACTUALLY set them free. But it would be hard not to.

    There are MANY studies that have been done on dogs that say they are much happier and healthier when allowed to be inside with their pack.  Not to mention much better behaved.

    But you go on with your personal observations because obviously you have it all figured out.  You know so much more than the dog behaviorists who spend years figuring out dogs and what makes them tick. 

  • i have known happy outside dogs, but they have shelter and are free to roam and well-cared for.  that doesn't sound like the case.

    that said, my dog goes out to pee and runs right back in.  he's a house dog for sure!  there's no way he'd prefer to be outside, lol!

    My dogs would die from heartbreak if I left them outside. They're meant to be with US, their family. They're not wild, they're domesticated pets; members of our family. Weird.

  • My dog hates being outside. Her poor paws freeze if she's outside for more than 10 minutes. I have to put dog slipper things on her when we take her for a walk.

    I did have a friend in HS who had outside dogs. They had a huge shelter for them with their own stales with hay and heat lamps. They were not allowed inside the house nor did they want to be either!

    I guess it really depends on the dog.

    Thank you! These dogs need to be in a better place. It's so cold out right now and snow is on the ground :( The poor dogs must be cold. I don't understand why one of them is chained up. So sad.

  • No, it doesn't depend on the dog.  Pack structure in the canine world dictates that all members of the pack sleep together under the same roof.  The reason the dogs don't want to come inside is because they don't feel like they are part of the pack.

    Which leads to the point of why do people have dogs if they're going to be nothing more than lawn ornaments?  I get that there are some working dogs who it is better for them to be outside with the other animals.  However if they're urban dogs... just don't get dogs if you're going to leave them outside all the time. 

  • Here it would be illegal because you are not allowed to have more than 3 dogs if you live inside city limits.  Pretty sure thats just a local thing though. 
  • I agree with everything Pixy said, but I also wanted to add that here where I live in order for the cops/Animal Control to do anything they need 3 separate people to report the person.  I have no idea why but after the 3rd separate person reports they will remove the animals.  If i were you I would definitely call and try to help those poor dogs :(

  • Yes it is abuse if the animals have no shelter, call your local animal control officer. I believe a husky is able to live outside year round but they do need shelter like we all do. Not sure about the beagles, I'm thinking no b/c they don't have the tough skin and fur like a husky but I could be wrong. PM me the address I'll call I don't mind in the least!

    What if the dogs live with 7 other dogs? They use them for hunting. They always stay together when let free. I don't know much about packs and such, hence why I don't keep a lot of dogs nor have had a lot of dogs in my life.

  • we live in a fairly cold climate (high elevations, it has been a high of 20? the past 4 days). We have a beagle and a doxie mix. During the summer, they are in/outdoor dogs. Outside most of the day, but inside at night. In the winter, they mostly just go out to do their business, or if we are out shoveling or such, the beagle likes to frolic around and will stay out for maybe 30 minutes tops. And she's a pretty rugged beagle.

    anyway, legally here, a dog must be provided adequate shelter, food, fresh water, and be on a chain no shorter than 4 feet. (which is pretty short IMHO). And there must be 3 complaints, but i don't know if they need to be from different sources.

    If they're a pack of hunting dogs or similar that's fine. Pixy is referring to "pet" dogs. For example MIL has 2 huntaways and 2 (soon to be 3) eye dogs that she uses on the farm. They live in kennels on the farm about 500m away from the main house. They also have a Staffy who is their pet dog. She lives in the house and is very much a spoiled little piglet!

    I would call animal control right away. At the very least they will educate the owner about how to correctly care for his dogs and what type of shelter he must provide. They should re-visit in a week or two to make sure he is providing what they have stipulated, if not then they may take the dogs.
