The only thing I can find to remotely fit is Old Navy 0-6 months. But, even those are big so I have to wash them in hot water and dry them on high heat to shrink them up a bit.
I've seen some on Amazon that I may order. DD has teeny, tiny little legs and the 0-6 month tights we bought at Target can literally fit up to her arm pits and are still way too loose.
Yes, my LO is about 11lbs and the ones from JCpenny fit best. They were only big in the feet but snug elsewhere. They even have a holiday pack white, red, and black and they are $5. It's the okie dokie brand. All others i have tried, she swims in them. hth
