Target baby shoes..circo and genuine kids??

Are these shoes any good? I'm thinking about getting the two pairs below.
Will they stay on?

    We had the first pair for K when she was 12 months (in 9 month size) They stayed on - unless she decided she wanted them off to chew.  Then it was game over but honestly she's a shoe Houdini still! (Double knots?! No problem.)

    We had some similar boots that fell off.  Then last year DD couldn't walk in them, FWIW.
