No hyphen. It will only confuse, not clarify that both are his first name. Furthermore, it will more than likely be accidentally "not hyphened" than hyphened by other people who are unaware.
No hyphen. Speaking as someone with a hyphenated last name, you would be amazed at the number of computer systems (including those for things like health insurance and hospital admissions that your baby will need right away) that won't accept "special characters" which just leads to a world of confusion in the long run. Plus, it makes it difficult for a person with a hyphenated first name to choose to go with one name or the other in adult life.
My middle name is hyphenated and I can't stand it. I always drop the hyphen. But on a less personal note and a more objective one (haha!)...
Would your two first names work as one smashed up word? (EG: JoyAnne) Or would they need to be separate to make them look right? Which I totally understand because I wouldn't want my two middle names in a smash up. HeatherMarie is way too long and ugly that way.
I always wanted to name my girl Georgia-Lynn (IDK why) but I"m glad hubby wouldn't go for it now, as someone with a hyphenated last name. It's almost never right on anything I get, or people just choose to drop one or the other of my last names, etc. I love my hyphenated last name but it's a real pain!
