I had 14 NB diapers and did laundry every day, that was tight and I had to uses sposies from time to time to fill in. Next time around I will probably shoot for 20 if I am going to wash every day.
Now I use OS pockets and I have about 36. That is more than comfortable to do laundry every other day. In fact, I can go 3 days if I need to. I could probably get by with A LOT fewer diapers, but I like variety
When I washed every other day, I needed: 30 fitteds and or pfs and six covers for the newborn stage. 24-25 diapers for the infant stage (my DD1 poops a lot - others get by with fewer diapers).
Now with two in cloth, I wash every day. For my newborn I only really need about 24 diapers, and for my 13-month-old I need about 18. (I hang dry most items; otherwise I could get by with less).
I had 36 prefolds, 2 snappis, and 3 covers that lasted the entire newborn stage. I did laundry every other day. I had 2 small BG AIOs and 2 Dream Eze AIOs that I used for overnight. Now that E fits into OS diapers, that is a whole other discussion!

I like to have enough for however often I plan to wash + 1 day. Because it sometimes takes me a day to get around to putting clean diapers away
Since I shoot for washing every other day, that means I like to have at least 3 days' worth of diapers on hand. I had 38 prefolds when he was a newborn and that was plenty. Now I have about 20 pockets and that's also plenty, especially since we still use some prefolds in there.
But really, there's no such thing as "too many" or "too few" CDs. If you don't have enough diapers to go however many days before washing, then you can always make it up with disposables. If you have so many diapers that you never get through them all before laundry day, there will be less wear and tear on them, which means a longer life and a higher resale value when you're done with them.

Ugh seriously??? Whew. I'm having twins and was planning/expecting to do a load of laundry everyday - we have a small washer/dryer. So, can I get by with 12 a baby or should I have more?

I'd have get 2 doz per baby if it were me. When I had two in cloth that number seemed to do well w/ laundry approx. every other day.

I had 30 during the NB phase. I could probably get by with 24 now, but don't tell my husband that.
This allows me to do laundry every other day.
