Heat rash or something else?

My DS as of last night has tiny little bumps where his diaper rests and on his inner thighs (but not on his bum).  We haven't switched diapers or wipes or soaps/lotions of any kind.  Could this be heat rash? Or do they sometimes develop sensitivities to diapers or wipes even though they've had them for a while (weeks).
