Hair Pulling! Advice please...

My 17 month old pulls everyones hair.  She does it to me the most but whenever we're around other kids she does it to them too and for no reason!

I feel like I've tried everything and she just doesn't stop.

I've tried telling her No, be gentle, don't pull hair, ouch that hurts, time out, stepping away, and nothing works!  

Anyone else have this problem?  Anyone have any solutions?

    This is only if you've tried everything like you said.i'm sure this will be very unpopular and some ppl may not like it, but i have seen it work very often with other parents when i was a daycare teacher.

    when she does it, you telll her it hurts and pull hers a little bit. not super hard but hard enough that it hurts. you may have to do this for a few days but it will stop the behaviour. it also works for biting when they r a bit older

    DD does this too. I just say OUCH really loud and NO! no pulling hair, she's not getting it yet either though :(
