Winter boots for a toddler with high insteps

Hi there! I'm seeking some advice. I have a little boy with high insteps and I am struggling to find winter boots for him. (regular shoes are even hard to find!) I can't get slip-on boots over his feet, even a shoe salesman tried and failed. He suggested boots with laces but I can't find them in stores to try on. I'm going to have to buy them online but was hoping to get some advice on what styles worked good for others with this problem!

We have a tough time with shoes but for boots the only ones we tried were wal-mart brand, she got them for her b-day and they fit good...
