Why do you need a list of people wanting to participate? Do you want people to nominate themselves or something?
Look, I'm not telling you what to do, but the way we've done it in the past was to do it at the end of the year, so it would be the 2010 TTCAL Awards. Voting was open, meaning you write in your vote for each category, not just click on whoever is the best option who nominated themselves. MrsEmmaLouise used an outside site where voting was confidential and only she saw it. You can page her on PgAL and ask how she organized it. She did a fantastic job with it last year.
