  A picture you took or a pic you C&P from the internet?

  If it's a personal picture, upload it to tinypic.com, choose the thumbnail or message board size, and then copy the "Image" code into your message.

  If you're c&p from the internet, just right click, copy, and then paste into the message.

  After you insert the link into the first box in the image upload option, click down to an empty box.  It should then show you what the dimensions of your image are.  You can then adjust the size to fit.  You should be able to edit your post and the sizing by re-clicking on the tree icon.

  Another option is to resize the image when you upload it to tinypic.  I usually do the 320x240 option.  When you upload it to tinypic, you should see four codes to the left of the image.  Copy the one with the [IMG] tags around it and paste it directly into the reply box.
