So, when I make a bottle of formula, I put in the 6 oz of water, then three scoops of powder. When I mix it up, the powder increases the volume to closer to 7 oz. Now, if baby drinks the whole thing, so you consider this 7 oz or 6 oz? I've been counting it as 6, but not sure if that's right.

I would count it as 6oz. I think the volume looks as though it has increased just from the foam that shaking creates. Once it settles, it's 6 oz.

No, our Good Start doesn't foam at all and it goes up to 7 oz. I still count it as 6.
