Neighbor's dog barking

I live in a fairly nice neighborhood, and our neighbor's dog is driving me nuts.  It is a yappy little schnauzer.  I don't think he gets enough attention, but either way, when he is outside, it is constant barking.

The thing that bothers me most, though, is that every time I go outside, the dog is barking and growling and throwing himself on the fence (thank heaven there is a fence).  So when I take the kids outside, it is just nonstop.  We played outside with a ball for over an hour today and the dog just kept barking.  Yesterday the baby fell asleep in my arms and I ran outside to turn off the sprinkler and the dog scared me crap out of me because I didn't hear him until he threw himself on the fence barking like crazy.  (BTW the fence is sort of a wrought iron design, not a privacy one.)

The owners have a lot of money and I never see them play with the dog, so I'm guessing he really just needs more interaction.  But my DD isn't too happy about a dog acting aggressive and growling at her.  My DH was trying to work on our sprinkler system last night, the sprinkler heads are right against the fence, and the dog was going insane.

They told us a few years ago that the dog barks more than usual because 'kids taunted him', but seriously.  When I take a shower at 10:30 at night, I can hear that dog barking every time (yes, in the shower).

I don't suppose anyone has suggestions.  I saw that "As seen on TV" thing that is supposed to stop dog barking, but I don't really want to do that.

    If you lived in Syracuse, I would think you were talking about my dog Embarrassed

    We only leave him out for a max of 20 minutes, but he just cries the whole time.  I really need him to get used to being out there, because sometimes I need uninterrupted time with T (for feeding, putting down for naps, etc.)  I do try to be conscious of the neighbors though, so I never leave him out earlier than 10a or after 6p.

    I would hope that if it was a problem, my neighbors would just say something to me about it, so I say try talking to your neighbors about the problem.
