Huggies..sizing

Are Huggies made bigger than other brands, such as Target? I've been using Target Up & Up size 4s. They seem to not be covering DD's behind as well, like they aren't wide enough. I bought a package of Huggies Snug & Dry size 4 today and I have to actually overlap the waist band to make it small enough for her. She is 22lbs.

I've actually found the Up&Up and Huggies sizing to be very similar.

DS wears Luvs 5s during the day and Huggies Overnight 5s at bedtime. The Huggies do seem larger.

I haven't used Up&Up but I find Huggies Little Movers to be slightly larger than Luvs and Huggies Snug & Dry are noticeably bigger than Huggies Little Movers.
