I'd guess it's for an older baby/toddler. My friend's little girl is 16 mos. and she randomly selected one of Anna's old makeup bags and carried it around the house like a purse - until Anna got her a play one. We're guessing she picked this up at daycare somehow.
Need - no. Enjoy - maybe. When I was little I would carry around a small purse with a "lipstick" - a bonnie bell chapstick, and a small box of raisins when we went to church or places.
My mom said it kept me from grabbing at hers and I was a girly girl. She said sometimes she was have me walking next to her and then I would just stop, sit down and start eating my raisins.
I think it depends on what you think as a "baby" - I guess toddlers would be more likely to play dress up and want a purse.
