They are very easy to crush between two fingers so I usually will stick my fingers under her tongue with one and just crush it so its a powder and she sucks on it.
I can't get them under his tongue so I put them near the base of his gums in his cheek. They dissolve instantly in fact, half of the time they are almost all dissolved before I get my finger out of his mouth.
I kinda push them under her tongue & hold it there with my finger until they start to disolve & then I stick her paci in her mouth. I usually only give them before her naps & bedtime. The rest of the time I just give her something to chew on, unless she is acting like she is in pain.
