I would say a nice piece of jewerly. Try to find a local designer and buy a piece from them. I did that for my cousin's confirmation (I was her sponsor) and she loved it.
Hippo, the reason I say jewelry is because HS graduation is a pretty big milestone. They money or GCs are nice, but if it were my sister, I'd want to give her something she'll keep and remember. I don't remember one single thing I got for my HS graduation except what my parents got me, because it wasn't cash or "Oh, the places you'll go" or any of that other crap.

I agree, I want it to be a keepsake instead of something that will get lumped in with every other gift and spent right away.
I like to make gift baskets- for my boss's daughter who graduated last year, I made a basket full of senior trip essentials. She went on a cruise, so I put beach towels, a cover up, a bag, dramamine, sunscreen, after sun care, a couple pairs of flip flops, etc. in it and she loved it.

I have heard that is is somewhat traditional to give a girl pearls when she graduates. Well at least that is what the Shane Company commercials tell me But seriously it makes sense because pearls have a sophistication about them.
I always did care packages for my sisters. I bought some sort of storage unit like those plastic stackable bins or something and then filled it with all kinds of goodies. Is she living in dorms or an apartment when she gets to college?
ETA: N/m, I agree with jewelry and then maybe a few gift cards or just the jewelry.
Re: What's a good gift for my sister's HS graduation?
Maybe you could find out what's in her college town and buy her several gift cards for gas, coffee, and food from those places.
Good idea!

I got hers from Tina Tang. https://tinatang.com/
This! Plus maybe something personal that is meaningful to you both.

I'd do money or a gift card, or like a fruit of the month club (or wine or whatever she likes.)
eta: nm, I was thinking more if she would be away at college. Hmm. Let me think.
