Skin rash/teething???

My daughter has really sensitive skin. She gets blotchy, and breaks out in hives if someone who is a smoker holds her.

Today I noticed that her entire torso is covered in thousands of tiny red spots. Not bumpy or pimply, just like tiny red dots on her skin.

We haven't used any new products, no new clothing or diapers.....

She is starting to teeth. Do you think this may have anything to do with teething??
