There was a post about this recently and a poster called graco or the vendor direct and its just as safe with some seats in the up position. The only one it should not be in is the inbetween up and down.

not to scare anyone but the officer that checked ours told me to never hook toys to the carseat. He said if you are in an accident going 75 miles an hour the toys can fly at 35 miles. I had never thought about it but it makes sense.

If a toy is hooked to the carseat handle, where is it going to fly to at 35mph? I am thinking that the officer was talking about toys that are loose in the car and not those attached to something.

As another poster said, our car seat's instructions said that all the way up or all the way down are okay... just neither of the in between positions. The car seat inspector verified this.

I think it actually depends on the brand. Britax bills the Chaperone infant seat that we have as being safe with the handle locked into any position.

We have the Chaperone and leave it up. You try fitting this particular Titanic of a carseat into your car with the handle down.

He said any toy including the ones that hook. If it did not come with the carseat it is not safe was his stance. He said depending on type of impact, they come come off and fly.

My snugride has 4 handle positions and the instructions (and CHP inspector) said it was fine in 3 of the 4. I can't use the far down position while driving because it hits the seats. I'll drive with it in either of the other 2.
