I think "they" suggest citrus be held for over a year because the acidity can be hard on their stomachs. With this in mind, my ds will down a clementine in seconds if I let him and doesn't seem bothered by it at all.
Everything I've read about citrus and babies contradicts one another. Citrus before 1 = bad. BUT one of the best fruits for LO's is mandarin oranges. If there's no reaction, I wouldn't worry. I think more of the issue it citrus is very acidic, therefore can be tough on little tummies. (But I'm no expert, just my opinion)
My doc said not to worry. She even gave the OK for strawberries.
Really, the big no-no's are fish, eggs, nuts, and honey.
This (although we were given the okay for eggs at 9 month, even the whites). However, I would keep the citrus/acidic foods at minimum...especially if you notice more spit-up or diaper rash. Same goes for tomatoes.
