2T's are longer. I have found it really depends on the store/brand. At Old Navy/Target, DS wears 2T or even 3T! At Children's place, 24 months is still a little big! If I canot see the item before hand (to look at the size) I go with 2T
I think it really depends on the brand and the child in question. Does your DD usually run true to size for her age? If so, 2T would probably work for summer. My DD is 35 lbs and currently in anything from a 3 to a 5 depending on the store (although that usually means we need to cuff her pants).
I have found that 2T shirts fit my daughter better than 18-24 months. they seem to be a tad longer and they are skinnier than the 18-24 month clothes. It also depends a lot on the brand too. No, your child isn't going to wear 2T the whole year. I can't help you on pants because my daughter is really skinny and could still wear her 12-18 month pants, but I need the 18-24 months for the length. She does have 1 or 2 pairs of cotton pants that are 2T that she can fit into, but as actual pants go we haven't tried those on her yet. I bought 2T for the summer for her.
It depends on the child and the brand/type of clothes. DS wore some 24 mo and some 2T last summer after he turned 2 and 2T in the fall but we had to buy him 3Ts around Christmas because the 2T pants were getting too short. We had bought mostly 3T in shirt for fall/winter and they were big at first but fit great now.
I think she may very well wear 2T all year, my DD will. She's been wearing 2T since just before her birthday, and will wear 2T for sure through summer. I'm pretty sure a lot of her fall/winter stuff will fit her beginning of fall as well (basing this on how 2T fits her now, and how she grows). So, almost a full year of wearing 2T.
I always thought 2T meant they wore it from the time they turn age 2 till age 3. It really depends on the brand though... my DD is on the small side and will be 2 in April. For Old Navy stuff she will fit into 2T soon, for Carters the 24 month stuff is still way too big. She won't wear their 2T till probably the fall at least.

There is NO WAY 3T could fit her any time soon.
