Chin on chest while in carseat

We have the Britax Chaperone.  When we put DS in, the back of his head hits the back of the headrest and tilts forward so that his chin is pushed down toward his neck and chest.  He then has some trouble swallowing his spit in that position and tends to drool more than when he's not in the carseat.  I worry that he's going to choke or have trouble breathing.  We're going to try playing with the positioning of the headrest, etc. more, but I don't expect that to fix anything.  The part for his butt and back clearly sit deeper into the seat than the part for his head.  So until his neck muscles allow him to hold his head up on his own, this seems like a recurring problem.

Anyone else have this problem?  Does it go away as they get older?  It makes me nervous about taking him anywhere too far.
