rash that looks like little white heads?

My baby boy has had a rash on his calves on the back and on the backs of his arms for a couple months that looks like tiny white heads and is rough.  The pedi looked at it briefly the last time we were in but my son was very sick with RSV so he didn't honestly care about the rash at that time.  he said keep an eye on it until his 12 month check which is next week.  Any ideas what it is an what I should do to it?
