I had one of my bridal showers at Red Star in Fells Point in 2008 and it was wonderful. We had the entire bar area downstairs to ourselves as they were renovating or otherwise, it would have been upstairs.
We had my RD at Dalesios in Little Italy and had the entire upstairs, with bathrooms and a bar, to ourselves. Many restaurants in Little Italy downtown have private rooms upstairs to rent out.
My baby shower was at my MIL's church hall so that is probably no help, but it was catered by a local restaurant...another option if you were looking for a hall and wanted to keep the costs down...bringing in your own caterer is much cheaper.
My bridesmaids threw me a bridal shower at Chocolatea. It's a little stylish cafe that has fantastic food and great service. They closed the place down for us, and it was GREAT! It's not far from Hopkins.
We had a wedding rehearsal luncheon at Stella Notte (https://www.stella-notte.com). It's actually in Ellicott City. It features Italian cuisine, good food, great service, reasonable menus. You can reserve 1 of 3 different styled rooms. We were in The Terraza room (see pics on website).
If children are invited, there is also a children's men and you don't have to pre-order kids.
