It could mean that one embryo implanted later, the angle of the u/s didn't show similar size, or vanishing twin. Anything is a possibility at this point.

Yes, I'm pregnant w/ twins and one sack is smaller than the other! It just means the 2nd one didn't implant at the same time as the 1st. My Dr. is not concerned at all!
One of mine has always measured smaller too by about three days, it is either smaller or implanted later. What you want are two strong heartbeats at your next u/s

I had the same thing - but by now they are pretty much the same.
