My father in law threw a shower for us at Brookshire Golf Course. They had a nice size private room--we filled it pretty well and had around 20 people. Not sure about pricing though.
Many area restaurants have private rooms, though you'll be hard pressed to stay under $10 per person with drinks, food, service charge, etc at most places. Pizza or something informal is probably a good idea if your budget is firm and you want a full meal.
Here's a few that could likely accomodate your group: Dublin Square, Walnut Hills Country Club, Beggar's Banquet, Carrabba's, Clara's Lansing Station (semi-private), Mitchell's Fish Market, Dusty's Cellar or the Tap Room, Brookshire Inn, Spagnulo's, Kellogg Center/The State Room, and The English Inn (which is a beautiful spot, and less expensive than you'd think!)
Non-traditional ideas with less expensive food might be Potter Park Zoo's banquet room, a bowling alley such as Holiday Lanes or Royal Scot (especially after everything goes non-smoking in May!), renting a pavilion at Hawk Island or Frances Park, if the shower will take place in late spring/summer, or Trippers for the avid sports fan or a fun co-ed shower.
